Foundation in this picture is of a house in Noble Oklahoma, its supported with two cinder blocks sitting on Earth using a wood board as a shim.

Cinder blocks are turned the wrong direction.  In this configuration cinder block is a much weaker support.  Cinder block holes should be facing up and down.  There should also be a solid flat cinder block between the Earth and the blocks seen in the picture.  Proper metal shims should be uses for minor leveling of the house.

You will also notice the wet sub-floor just above the blocks.  Just about this point in the house is where the clothes washer and dryer sit.
